SearchParameter cho phép tìm kiếm Coverage theo số thẻ BHYT (trường identifier). Hỗ trợ cả 3 format (duy trì song song): CCCD 12 số (từ 15/8/2025 per NĐ 188/2025), BHXH 10 số, legacy 15 ký tự.
