VN Core FHIR Implementation Guide (IG) xác định bộ hồ sơ (profiles), phần mở rộng (extensions), bộ thuật ngữ (terminology), và hệ thống định danh (naming systems) cốt lõi cho việc trao đổi dữ liệu y tế tại Việt Nam theo tiêu chuẩn HL7 FHIR R4 (4.0.1).
Phiên bản này tập trung vào các artifact P0 (ưu tiên cao nhất), bao gồm:

Bộ Hướng dẫn Triển khai này là sáng kiến của Omi HealthTech (một công ty thành viên thuộc OmiGroup), được xây dựng với mục đích đóng góp cho cộng đồng y tế số Việt Nam.
The VN Core FHIR Implementation Guide defines the foundational FHIR R4 profiles, extensions, terminology, and naming systems for healthcare data exchange in Vietnam. Version 0.1.0 provides 23 profiles, 20 extensions, 42 CodeSystems, 43 ValueSets, 7 SearchParameters, 1 ConceptMap (CLS VN → LOINC, 2,964 codes), 5 NamingSystems, 33 examples, and 1 CapabilityStatement. Profiles cover: Patient, Practitioner, PractitionerRole, Organization, Address, Encounter, Condition, Observation (Lab, VitalSigns, YHCT), AllergyIntolerance, Procedure, MedicationRequest, ServiceRequest, Coverage, Claim, ClaimResponse, ExplanationOfBenefit, DocumentReference, DiagnosticReport, Medication, Device, and DeviceUseStatement. The IG references 27+ Vietnamese legal documents and is designed to align with the 2025-2026 regulatory framework, including the Personal Data Protection Law (91/2025), EMR regulations (TT 13/2025), and the administrative restructuring from 63 to 34 provinces (NQ 202/2025). Implementers remain responsible for ensuring full legal compliance. This is a community-oriented draft initiated by Omi HealthTech (a member company of OmiGroup) as a contribution to Vietnam's digital healthcare ecosystem.
